Hmm, can you tell us the details like the XSLT processor you use and whether your elements serialized in the wrong format are in the XHTML namespace http://www.w3.org/1999/xhtml? xsl:output method="xhtml" should certainly not output <strong /> if the strong element is in the XHTML namespace.
