  Thanks!  Yes it is still being developed, slowly.  You can, at
http://code.google.com/p/expath-zip/downloads/list, download an
open-source implementation for Saxon.  Other processors can also
ship it builtin.

  If you have any comment or question about using it, the EXPath
mailing list <http://expath.org/lists> is probably a better place
to post them.
