In XSLT, you do it naturally by using template rules:
<xsl:template match="ReturnParameterCode[. eq 'ONE']">
...
</xsl:template>
<xsl:template match="ReturnParameterCode[. eq 'TWO']">
...
</xsl:template>
<xsl:template match="ReturnParameterCode[. eq 'THREE']">
...
</xsl:template>
