Well at least with the above sample input you have the problem that there are typos in several element names e.g. you have "abatz" instead of "absatz" and that way your XSLT code

<xsl:for-each-group select="* except zaehlung" group-starting-with="absatz[@typ='jur_start']">

doesn't do what you want (as here you have starting-with="absatz[...]").
