The first public working draft of XSLT 2.1 is available at

http://www.w3.org/TR/xslt-21/

There's a version with diff markup relative to the 2.0 spec at

http://www.w3.org/TR/xslt-21/Overview-diff
By all means discuss it on this list, but if you want to give any feedback
to the Working Group, please use the channels identified in the status
section of the document.
