"before" transformation? An XSLT stylesheet does a transformation and can reorder nodes with a transformation.

With XSLT 2.0:

  <xsl:template match="@* | node()">
    <xsl:copy>
      <xsl:apply-templates select="@*, node()"/>
    </xsl:copy>
  </xsl:template>

  <xsl:template match="book">
    <xsl:copy>
      <xsl:apply-templates select="@*, bio, fiction, drama"/>
    </xsl:copy>
  </xsl:template>
