Use a variable e.g.
<xsl:variable name="items" select="foo"/>
<xsl:for-each select="1 to 10">
<bar>
<xsl:value-of select="if ($items[position() eq current()]) then
$items[position() eq current()] else 'N/A'"/>
</bar>
</xsl:for-each>
