as Joe said, I suspect you are not setting the parameter while
starting the transformation.

For e.g. with Xalan-J you have to invoke the transformation like following:

java org.apache.xalan.xslt.Process -in test.xml -xsl test.xsl -PARAM
ExternalRefId value
