  The following should help you:

    <xsl:template match="Facts">
       <xsl:copy-of select="." copy-namespaces="no"/>
    </xsl:template>

  Even if they are not used within XML names, namespace nodes are
copied by xsl:copy and xsl:copy-of (they could be used throught content
for instance).
