The Microsoft .NET framework class libraries support XSLT 1.0 (with System.Xm.Xsl.XslTransform in .NET 1.x and System.Xml.Xsl.XslCompiledTransform in .NET 2.0/3.0). However http://www.saxonica.com/ has an XSLT 2.0 and XQuery 1.0 implementation for the .NET framework.
