what do you want the xslt to do?
given any xml, say
<x>
<y>zzz</y>
<y>zzz</y>
</x>
then adding an xsl:version attribute
<x xmlns:xsl="http://www.w3.org/1999/XSL/Transform" version="1.0">
<y>zzz</y>
<y>zzz</y>
</x>
makes a valid XSLT stylesheet that given (any) input will generate the XML
file that you started with.
Perhaps though you want something more like Ken's recent paper in
extreme
http://www.idealliance.org/papers/extreme/Proceedings/html/2005/Holman01/EML2005Holman01.html
which generates XSLt from some annotated XMl files.
