  This 'p' element is not in the XHTML namespace.  If you want that,
declare it in the right namespace the usual way:

    <xsl:stylesheet xmlns:xsl="..." xmlns:h="..." version="1.0">

      <xsl:template match="description" mode="multi-descr">
        <h:p>
          <xsl:apply-templates/>
        </h:p>
      </xsl:template>

    </xsl:stylesheet>
