I think this will work for you:
<xsl:choose>
<xsl:when test="$a_or_b = 'a'">
<xsl:value-of select="$a" />
</xsl:when>
<xsl:when test="$a_or_b = 'b'">
<xsl:value-of select="$b" />
</xsl:when>
</xsl:choose>
