I realized I didn't even ask the most obvious question, gained from
googling relaxer generating stylesheets and looking at the third
result (http://www.xml.com/pub/a/2003/02/19/relaxer.html?page=2)

You did try

relaxer -xslt foo.xml bar.xml and
relaxer -xslt bar.xml foo.xml

right?
