I would think ...

//text:p[text()!='NULL']

or if you wanted it to be case insensitive:

//text:p[translate(text(),'ABCDEFGHIJKLMNOPQRSTUVWXYZ','abcdefghijklmn
opqrstuvwxyz')!='null']
