So it is empty, so you need to supply the correct relative URI from your
stylesheet to your file, or if your stylesheet hasn't got a base uri
use a relative uri,

or declare update as

<xsl:param name="update"/>

and hand the xslt engine a ready parsed DOM node for that file as a
parameter rather than getting xslt to parse it with document()
