Ummm, probably.  You might want to give us some more information
though.  For starters, what type of table: html, text, xsl-fo....

Second, it's not clear to me what role position plays in the table or
if the repeated 7 is a mistake.  This looks to me like a list, nothing
you could create a table from, and certainly I'm not sure where the
three columns and three rows would come from.
