I'm not exactly sure what you are trying to accomplish... But you can
embed your statements like this:

<xsl:choose>
	<xsl:when></xsl:when>
	<xsl:otherwise>
		<xsl:choose>
			<xsl:when></xsl:when>
			<xsl:otherwise></xsl:otherwise>
		</xsl:choose>
	</xsl:otherwise>
</xsl:choose>
