hard to guess given the amount of information that you posted.
Does your input document use a defautl namespace? that would account
for the non matching, as explained in the faq.
<xsl:when test="name(.) = 'my-relation'">
It's better to use
test="self::my-relation"
as it's namespace safe (assuming that your element really is in
no-namespace)
<xsl:for-each select="descendant-or-self::a">
since you know the current node isn't an a you could just use
<xsl:for-each select="descendant::a">
or
<xsl:for-each select=".//a">
