I'm new to XSLT and I love Michael Kay's recommendation of J-Edit (from his
book).

You will also want to download Michael's Saxon XSLT 2.0 parser (which is
free if you don't need the Schema-aware processor. Otherwise he has a
schema-aware XSLT 2 parser but for a fee.)
Make sure you download the console and XML plugins (at least).
I know XML Spy has a "home edition" that is free but frankly J-Edit has more
features, its open-sourced and easy to use. So I prefer J-Edit.
