that compares id attributes with the string 'SORTOUT'
<xsl:variable name="temp_id" select="SORTOUT" />
That sets temp_id to be the string value of the SORTOUT element child of
the current node, you probably meant
<xsl:variable name="temp_id" select="'SORTOUT'" />
