If that was file:///dir/date.pl then it wouldn't require a server?

No, I think that through file://, you would get a pile of perl source that way, not the results of execution. Nothing like CGI processing happens for the filesystem. The XML parser would not be happy. :)

Are there security implications if its just a file? I.e. Seemingly I could run any file that way which could pose problems?

I don't think so, but I've been wrong before.
