as you have it here: 'NULL' that is the string NULL
you had
<xsl:when test="@Year = NULL">Empty</xsl:when>
which is comparing teh Year attribute with string value of an element
called NULL which probably doesn't exist.
<xsl:when test="@Year = 'NULL'">Empty</xsl:when>

stick a & # 1 6 0 ; in the cell so it's not completely empty.
