I should have mentioned that the HTML snippet is itself XML data which has
been input by the user. The user has the option of including HTML tags in

Is there any reason in particular why you can't do, for instance :

<xsl:template match="???">

  <xsl:text>Upon pressing submit you are agreeing to the Terms and
Conditions on </xsl:text>
  <a href="http://www.bell.ca" target="newwindow">bell.ca</a>
  <xsl:text> the terms and conditions on Bell's site</xsl:text>

</xsl:template>

?

Remember that the 'tags' are, especially in this case, valid XML, ergo valid
XSLT code.
