Hi Mark,

Not sure why exactly, but you can make sure they get rendered by making them
contain _something_.

Try:
>   <fo:block font-family="Helvetica" font-size="12pt">& # x A 0
;</fo:block>

(w.o. the spaces)

for the empty blocks.
