Out of interest Msxml 3, Saxon 6.5.3, 7.8, and Xalan 2.5.2 will give
you:

   default-para : para1
   default-para : para2

While Msxml 4 will give you:

   default-para : para1
   chapter-para : para2

Maybe that is where the confusion comes from.
