Maybe somebody solved problem with keep-together.within-page property in FOP.
Or maybe somebody knows when FOP will work with it?

This question is better suited for the FOP user list, because
it's rather proccessor specific.
Apart from this: there was no progress in this area in the last
year, and there is no schedule for implementing the feature.
