Two companies have professional-grade FO processors:

RenderX (XEP)
AntennaHouse (XSL Formatter)

Also, some fairly high-end typesetting systems are now including FO support, but this doesn't sound like as good a fit.

If you want to go pure Linux/Solaris/open source, and are willing to tinker with a product in alpha, Sun's xmlroff could be worth a look: http://sourceforge.net/projects/xmlroff/.
