  xsl:if test="$userid!='' is the correct test..

But I can see an ending " , not present in xsl:if

The right syntax would be --
<xsl:if test="$userid != '' ">
  <!-- processing -->
</xsl:if>

The following may also be used --
<xsl:if test="string-length($userid) != '0' ">
  <!-- processing -->
</xsl:if>
