Getting an error message 

Publishing Engine could not be initialized.
java.lang.RuntimeException: Error loading logicsheet at
resource://org/apache/cocoon/processor/xsp/library/java/util.xsl due to
java.lang.Exception: Resource not found or retrieving error.
