Take a look at a tool called "Scriptura" from InventiveDesigners. It will generate XSL code for you.

I am not sure what do you mean with "generate the XSL-FO itself", but
you could take a look to Stylus Studio (www.stylusstudio.com).
Stylus has tag auto-complete for XSL-FO and ships Apache FOP so you can
directly preview the transformation result as PDF, you can also
configure your own FO processor.
The tool strenghts are XSLT debugging/profiling/back-mapping supported
for Saxon, XalanJ and Microsoft .NET.
