Try setting the properties
white-space="pre"
linefeed-treatment="preserve"
on your block, and see what happens. (YMMV based on formatter.)
http://www.zvon.org has a pretty useful reference to FO elements and
properties, derived straight from the spec (though I think we still await a
really well-indexed guide to the standard).
