I wrote -

Well, actually, you could sleaze out and do the following to avoid a
test -

<cell><xsl:value-of select='following-sibling::form[1]'/>&#160;</cell>

This always puts a nonbreaking space (#160) into a cell whether or not
it has content.  That may be all you need.
