You could use the APPL_PHYSICAL_PATH server variable to get the root path
and concat with the web path.
Something like (in VB):
filepath = Request.ServerVariables("APPL_PHYSICAL_PATH") &
"/Utility/.../file"
Notice that this might not work if you have virtual directories in your web
path.
