You can use the namespace axis.

<xsl:template match="/*">
  <out>
    <xsl:for-each select="namespace::*">
      Name: <xsl:value-of select="name()"/>
      Value: <xsl:value-of select="."/>
    </xsl:for-each>
  </out>
</xsl:template>
