Use an Attribute Value Template. See
http://www.dpawson.co.uk/xsl/sect2/N1575.html for more information.
<input type="radio" name="votacionvalor" value="{nombre}"/>
The other solution is to use xsl:attribute, as in:
<xsl:element name="votacionvalor">
<xsl:attribute name="value">
<xsl:value-of select="nombre"/>
</xsl:attribute>
</xsl:element>
The first method is easier to read.
