Well the best is to ask on the list. There is a maintained Windows
port but it doesn't include CE. However I got patches back for CE so
people are using it, the list is probably the best way to contact them.

The search engine

indicates a few post about Windows CE. The only problem was apparently
the I/O layer and the specific code is now available in libxml2 in the
win32/wince/ directory (with what looks like specific make files).
