You can use xsl:attribute, I'm not sure if you need to use it for the "src"
attribute in your <IMG>, did'nt test it.
<tr>
<td align="right">
<a><xsl:attribute
name='href'>http://myserver.com:8881/sp/xmlReport?contentType=excel&repo
rtType
=rates&FUND=<xsl:value-of select="TIME_ZONE"></xsl:attribute>
<img src="/fd/images/bottom_nav_download.gif" width="157" height="21"
border="0"/></a></td></tr>
