Ahem, it depends on what strings are attached to "line break".
A more robust solution would be
 <fo:wrapper linefeed-treatment="preserve">&#xa;</fo:wrapper>
or just setting linefeed-treatment="preserve" for the whole block.
For other requirements, there are other solutions.
