The scope of a variable binding is teh containing element which is teh
xsl:if here so you would not be able to use this variable outside that
xsl:if element.

In common with ither declarative programming languages, xslt variables
can not change their value once bound.
If you said what you were trying to do someone could offer some XSLt
suggestions.
