Subject: & in attribute value template

Let's say I create an element like this:
<a href="{@href}">...</a>
And the value of href is something like "http://host?q=a&u=v".
Well, the actual output is <a href="http://host?q=a&u=v">...</a> which
does not validate.
Does it have to be something like this?
<xsl:element name="a"><xsl:attribute name="href"><xsl:value-of
select="@href" disable-output-escaping="yes"/></xsl:attribute></xsl:element>
