Actually, they weren't even much of a problem in SGML; the
delimiter-in-context rules are so convoluted that a less-than within a
quoted attribute value specification wasn't too tough, comparatively. They
were banned largely on the Desperate Perl Hacker argument; grepping for
markup is easier if every less-than is actual markup. Of course, that's
thrown out the window by CDATA marked sections...
