It isn't escaped by the system, it is escaped by the CDATA section in
the source file and just copied that way to the output. The XSLT system
is free to output a < as either &lt; or <![CDATA<]]> as they mean the
same thing, what it can't use is < as that is reserved for marking
element tags.
