I don't think it likely that W3C will ever mandate a minimum set of
languages that every processor must support. Some implementors, after all,
might be interested only in serving the Japanese market...

(a) Its semantics are different (it isn't telling you what language is used
for the contents of the xsl:sort element
(b) Its syntax is different (it can be an attribute value template)
