use <xsl:param name="xx" value="0"/> at the top level, ie not in a template.
you give a default value (0, here) in the stylesheet but you may then
pass in values when calling the stylesheet (the syntax for calling a
stylesheet or passing it values is not specified by XSLT, it depends on
the implementation)
