I think that you want the sum() function, and to pass the sum()
function the NET_AMOUNT_DUE children of the RECORD elements that you
retrieve with the key, i.e.:

  sum(key('records-by-party',
          INVOLVED_PARTY_LOCATION_GID)/NET_AMOUNT_DUE))
