I think you should change the xsl:copy-of in

> 		   		<xsl:otherwise>
> 		   			<xsl:copy-of select="."/>
> 		   		</xsl:otherwise>

into xsl:apply-templates.
(not tested)

Your template for "Value" never gets executed because you don't tell 
the XSLT processor to do so.
