You mean that instead of "update_TABLENAME" you want "update_foo"?
Just write:
<xsl:template match="the_item">
<CENTER>
<form method="post"
action="http://mydomain.com/my.cgi?update_{@TABLENAME}">
if you want the TABLENAME of the <the_item> element, or
action="http://mydomain.com/my.cgi?update_{ancestor::page/@TABLENAME}">
if you want if from the <page> element.
