You need something like

<xsl:template match="*">
  <xsl:element name="{translate(name(), 'ABCDEF...', 'abcdef...')}">
   <xsl:copy-of select="@*"/>
   <xsl:apply-templates/>
  </xsl:element>
</xsl:template>

Possibly a bit more complex if using namespaces.
