Your comment doesn't match your apply-templates ;) ...

<xsl:apply-templates/> is a shortcut for
<xsl:apply-templates match="node()"/> or
<xsl:apply-templates match="*|text()"/>

and what you want is:

<xsl:apply-templates match="node()|@*"/>
